Parking at 세종문화회관: rates, the ticket discount, and the rotation that already ended
The car park at 세종문화회관 charges 430 won per 5 minutes, but a performance ticket converts that to a 4-hour pass for 8,000 won and an exhibition ticket to 2 hours for 4,000 won. The discount only unlocks 95 minutes after you enter, and you must exit within 15 minutes of paying. What does parking at 세종문화회관 cost?
The base rate is 430 won per 5 minutes, with a daily maximum of 30,900 won. In the Seoul Facilities Corporation's rate table, 세종로 공영주차장 is a grade-2 site.
If you are there for a performance or an exhibition, you do not pay that rate. Your ticket converts the charge to a flat time pass.

During the fine-dust season management period, December to the following March, emission-grade-5 vehicles pay 150% of the base rate. 150% of 430 won is 645 won, so those vehicles pay 645 won per 5 minutes in that window. The figure is usually quoted as a flat "645 won in winter", but it is not a separately fixed rate — it is derived from the base rate.
How do you claim the discount?
Scan the barcode or QR code on your performance ticket at the automated payment machine and the discounted rate is applied on the spot. There is nothing to apply for.
Two conditions come with it, both stated in the Sejong Center's own parking guidance.
- The discount only becomes available 95 minutes after you enter. Arrive very early and try to pay immediately and it will not appear.
- You must exit within 15 minutes of paying, or charges resume at 430 won per 5 minutes.
Time passes are counted from the moment you entered, not from the moment you paid. A 4-hour pass means four hours from entry.
Exhibitions work slightly differently: sometimes the ticket barcode is used, sometimes a separate barcoded parking voucher is issued, and which one depends on the exhibition. Visitors using the basement restaurants collect a separate pay-later barcode voucher.
Could the licence-plate rotation stop you getting in?
No. The public car park rotation was lifted in full at midnight on 1 July 2026.
This deserves its own section for a reason. As of September 2026, the Sejong Center's official parking rates page still carries the following.
Passenger vehicle 5-day rotation — in force from Wednesday 8 April 2026 until separately lifted. Entry restricted by the final digit of the plate: Monday 1 and 6, Tuesday 2 and 7, Wednesday 3 and 8, Thursday 4 and 9, Friday 5 and 0. Entry blocked by automatic plate recognition at the car park barrier.
Because it says the barrier reads your plate and refuses entry, read literally it means you simply cannot park on the weekday matching your last digit.
The scheme has already ended. With shipping through the Strait of Hormuz resuming, the resource-security alert dropped from "alert" to "caution", and the Ministry of Climate, Energy and Environment lifted both the public-sector odd-even rule and the public car park rotation from midnight on 1 July 2026. All 108 car parks run by the Seoul Facilities Corporation were covered, this one among them.
So the official page has gone roughly three months without being updated. There is no need to check your plate before a weekday performance. If you want certainty about how the barrier is set on the day, call the Seoul Facilities Corporation on 02-2290-6566.
How big is the car park, and when is it open?
Its proper name is 세종로 공영주차장. It is not the Sejong Center's own car park but an underground public car park run by the Seoul Facilities Corporation.

The 1,260 figure comes from the Seoul Facilities Corporation's own listing for the site. The Sejong Center's parking pages do not state a capacity at all.
It is one of the larger car parks around Gwanghwamun, but the number only means something next to the size of an audience. KOPIS records the Sejong Center's halls as 3,022 seats for the Grand Theater, 609 for M Theater, 443 for Chamber Hall and 330 for S Theater. A sold-out Grand Theater alone is 3,022 people against 1,260 spaces. That ratio, not a shortage of spaces, is why everything backs up when a big show comes down.
Anything to watch when driving in?
Vehicles over 1.8m tall cannot enter. It is an underground car park with a height limit, and the restriction is stated plainly in the Sejong Center's parking guidance. If you have a roof box or drive a tall van, find somewhere else in advance.
On days when traffic around Gwanghwamun is restricted, access to the car park itself may be limited. The Sejong Center's notice reads: "Construction and events on Gwanghwamun Square and the surrounding traffic signals frequently cause congestion, so please use public transport where possible." The operator is telling you to take the subway.
The vehicle entrance is on the 광화문역 exit 1 side. Head towards the government complex annex, turn right at 경복궁역 for the entrance, and turn right out of the exit when you leave.
How do you get from the car park to your hall?
The Sejong Center spreads across several buildings, so taking the wrong direction out of the car park means a long walk. Following the official directions:
Leave 광화문역 by exit 7 and the first building on your left has 세종라운지 and 세종미술관 on its ground floor. Take the outdoor staircase to the right of 세종라운지, and 세종체임버홀 is straight ahead at the top.
- Left of the staircase: 세종예술아카데미 on level 1, 세종M씨어터 on level 2
- Right of the staircase: the entrance to 세종이야기 and 충무공이야기
- Further right: 세종대극장
세종S씨어터 is in the other direction. Pass 세종대극장, turn left and go straight with 세종예술동 on your left, continue and turn left to reach 세종예술의정원, then turn left past it for 세종S씨어터. The building furthest right beside it is the office block, and going straight back from there brings you to 광화문역 exit 8.
Can you park somewhere else nearby?
You can, but no other car park honours the performance or exhibition ticket discount. That is stated in the Sejong Center's own guidance, along with a warning that illegally parked cars risk being towed.
The Sejong Center names exactly one alternative car park:
