Sokcho Arts Center: parking, getting there, and booking the main hall

속초문화예술회관 (Sokcho Arts Center), the main civic performing-arts venue in the east-coast city of Sokcho, sits a three-minute walk from the Sokcho intercity bus terminal. That figure is the venue's own, printed on its directions page. The separate Sokcho express bus terminal is over in Joyang-dong and is not walkable, so if you arrive by express coach, plan on a taxi or a city bus.

What is the fastest way to reach Sokcho Arts Center?

Get off at the Sokcho intercity bus terminal (16 Jangan-ro) and walk three minutes. By city bus, take any route signed toward 의료원 (the city hospital) and get off at the 문화예술회관 앞 stop. By car, the address to enter is 155 Beonyeong-ro. Those three are the only options the venue itself lists.

One note on the address. The venue's directions page writes it as 강원특별자치도 속초시 번영로 155, using the province's current name, Gangwon State. The KOPIS venue record still carries the older 강원도. Same building; Gangwon State is the current form.

How many parking spaces are there, and what does parking cost?

There are about 100 spaces. That is the number on the venue's own facilities page, last revised on 14 July 2026. The parking fee is not published anywhere on the official site. It may vary by event, so the reliable move is to call the main line on +82-33-639-2080 before you drive over.

On a sold-out night in a 579-seat hall, 100 spaces is not generous. Given that the intercity bus terminal is three minutes away on foot, leaving the car behind is the realistic choice for anyone travelling in from outside the city.

Accessible parking is the one item where the sources disagree. The KOPIS venue record marks the accessible-parking field as N, while the venue's own hall page lists 12 accessible seats (6 standard, 6 wheelchair) in the main hall and its facilities page lists a separate accessible restroom on the first floor. If you need to arrive by car, confirm on the main line first.

How many seats does the main hall have, and how are they divided?

대공연장, the main hall, seats 579: 429 on the first floor and 150 on the second, including 12 accessible seats (6 standard, 6 wheelchair). Two separate pages confirm it. The facilities page gives the per-floor counts of 429 and 150, the hall-rental page gives the total of 579, and 429 plus 150 is exactly 579.

The KOPIS venue record also says 579 for this hall. An exact match between a venue's own count and its KOPIS registration is rarer than you would expect, so this is a figure you can pick seats against.

On the seating chart, the first floor splits into blocks A, B and C at the front and D, E and F at the rear. The lighting and sound control room sits at the centre rear of the first floor, and the wheelchair positions are three apiece behind blocks D and F. The second floor is blocks G, H and I, with the central block H the largest at 100 seats.

How big are the small hall and the exhibition room?

The small hall seats 128, on a stage 8,000mm wide by 3,300mm deep. The exhibition room is a single space of 220.97 square metres that can be subdivided with movable partitions. The small hall comes with a sound system and a beam projector as standard.

The small hall's name is worth untangling, because it is written four different ways. The venue's hall-rental page heads the section 소강당 but then describes it in the body as 소공연장, the rate card calls it 소회의실(소강당), and the KOPIS registration records it as 소공연장. All four agree on 128 seats, so whichever name you search, it is the same room.

Is the venue really closed every Monday?

Yes. A notice pinned to the top of the venue's board states that the main hall, the small hall and the exhibition room are all closed every Monday. The rental announcement for the second half of 2026 repeats it: closed Mondays, facilities unavailable, exhibition room included. Whether you are buying a ticket or booking the hall, take Mondays off your list from the start.

Where do tickets go on sale, and when is the cancellation deadline?

Tickets for the venue's own productions are sold through its website, which runs on the 문화인 ticketing platform, and online sales close the day before the performance. There is no cancellation fee up to 10 days before the performance date; from 9 days to 1 day before, the fee is 10 percent. No cancellations or refunds are accepted after 18:00 the day before, or on the day itself.

If the fee works out to less than 1,000 won, 1,000 won is charged. Refunds go back to the original payment method within 10 days of the performance. Once online sales close, walk-up tickets are sold at the box office on the day if seats remain.

Who qualifies for a ticket discount, and how much is it?

The concession is 50 percent, and it applies only to performances and exhibitions the venue itself produces. It covers holders of a national-merit card and one companion, holders of a disability welfare card in grades 1 to 3 plus one carer, holders in grades 4 to 6 for themselves, and recipients of the meritorious-conduct award in grades 1 to 2 with one companion. It does not stack with the venue's other special discounts.

Proof has to be shown in person at the venue. Without ID plus the supporting document — welfare card, national-merit card, family-relationship certificate — the discount is withdrawn and you pay the difference before you are admitted. Performances booked by outside promoters may not honour it at all.

What are the steps to book the main hall?

Six: application, review, approval, staff meeting, payment, use. The form is submitted in person or by fax to +82-33-631-7331 — telephone applications are not accepted — and you are expected to confirm the fax arrived. A written application is due 30 days before the date of use, and the full basic facility fee is due 10 days before.

Where two applicants want the same date, the earlier submission wins. Applications that clash with the venue's own resident programming, or that put the same genre in the same month twice, are refused, so it pays to bring several candidate dates.

How many days can one production run?

The cap depends on the genre. Article 6 of Sokcho's facility-fee ordinance allows up to 6 days for a play or changgeuk, 5 for a visiting foreign company or an invited solo artist, 4 for any other event or performance, 3 each for dance, ballet, a concert or gugak, and 10 for an exhibition. No more than three uses are permitted in a single day.

The ordinance lets the mayor adjust these limits, so if your run has to be longer, the right first call is the culture and sports division on +82-33-639-2638.

What does it cost to rent the hall, and what pushes the price up?

The basic facility fee for the main hall is 100,000 won for a morning slot, 150,000 won for an afternoon and 200,000 won for an evening, at the performance rate. The event rate is 50,000 won more in each slot, and an event that contains a performance is billed as an event. Basic stage lighting and sound are included.

The small hall is 30,000, 40,000 and 50,000 won across the same slots, and the exhibition room is 50,000 won a day. The surcharges are these:

• Saturdays, Sundays and public holidays: 30% of the evening rate added (for the exhibition room, 30% of the daily rate)
• Paid-admission performances: 50% of the evening rate added
• Rehearsal and stage build: 50% of the standard rate, except on the performance day itself
• Running over time: 30% of the standard hourly rate added
• Cooling: 50% of the basic fee. Heating: hourly fuel market price times consumption

Two rules in the ordinance are easy to miss. Any overrun of less than an hour is billed as a full hour. And if you use less time than you booked, you still pay the full fee. The official table lists each surcharge but never says how they combine, so ask the department when two apply at once.

Ancillary equipment is hired separately. These are the items a main-hall performance most often needs.

A slot here means one of morning, afternoon or evening, and using any one of the three counts as a full day. Crew to run the equipment, and consumables for the ancillary gear, are the hirer's cost.

Is the rental fee refundable once you have paid it?

As a rule, no. Article 9 of the ordinance states that fees paid are not returned, and opens only three exceptions: the venue or the city cancels or suspends your use, force majeure such as a natural disaster makes use impossible, or you apply to cancel at least 7 days before the first day of use and the mayor accepts that you have good reason.

The same article adds that a permit is cancelled automatically if the fee is not paid on time. Reductions are narrower still: nothing is reduced unless Sokcho itself is the organiser, with an exception only where a public-interest purpose or a specific city policy is recognised.

What can you download before a staff meeting?

The 대관공간안내 page under 대관안내 on the official site carries the technical pack: lighting inventory, stage technical data, stage drawings, sections, floor plans and the seating chart. Going through it with your director and sound engineer before the staff meeting cuts that meeting short.

For a large cast, look at the basement level first. The two group dressing rooms, the wardrobe and props room and the green room are all on basement level 1, while the two private dressing rooms are beside the stage on the first floor. There are showers, which matters on a long rehearsal day.

When will the first-half 2027 rental announcement appear?

As of 27 September 2026 it is not up yet. The most recent rental notice on the venue's board is the second-half 2026 announcement, posted on 2 April 2026. The three previous first-half announcements went up on 4 September 2025, 25 September 2024 and 10 October 2023, so late September to mid-October is the window to watch.

Worth noting that scheduled maintenance takes out a full three weeks twice a year, once in summer and once over the new year. The application form, a Hangul file, is attached to the announcement itself.

What are the venue's basic details?

The building was completed in May 1990 and opened that October as 속초문화회관, Sokcho Culture Center. A refurbishment began in December 2017 and it reopened in November 2018, and in March 2019 a reorganisation of the city government renamed it 속초문화예술회관. If you find an older review under the old name, it is the same place.

The site is split between the main hall building and an annex. The annex holds the management office, the exhibition room and the resident company 극단 파람불 on the first floor, the small hall and the Sokcho Culture Foundation office on the second, and the Sokcho Cultural Center on the third.
